From what I know so far:
NEP - closed but some of the pubs and bars around soi 4 are open. Big Mango open at 6.
Patpong - I think is still closed but last night Safari and Madrid stayed open. Duke open all day.
Cowboy - From what I hear is closed.
All G-Clubs from what I know are closed as well.
My educated guess is After-Hours will be open tonight.
For a Pattaya update check in with the Ghost.
For future bar closings might I suggest placing an order here.

BTW, just got back from a dinner “date” at Siam. In my typically hi-so way, we ate at the new DQ Grill at Siam Center (which I can whole-heartedly recommend).
Point is the whole area was sick with talent. I had to run home, turn the lights off and crawl into the bed with the remote and the (Britsh) Open.
